If anyone can enlighten me on what they attach to these small blocks of wood mounted upon the side of freight cars I'd like to know. 40mm @ f2 iso100

I believe they staple checking papers (content, qty.), etc. to these things.

I assumed it part of a system of controls, so who puts them there? Then who takes them off? At what stage do they put those lil anti-hobo tags on the doors?

Anti-hobo tags is what? The seals used to prove the door was kept closed, you mean? Prolly put on when loaded by the customer.
